A burglar brought into a house .... shortly after going upstairs to the 2nd story, he phoned the police.
Why?

When the thief went in the house, he saw that the residents were already murdered by someone else?
It would be hard to explain to the police why he was in the house though.. :)

maybe when he went upstairs he saw his house that was across the street and someone was in it, maybe trying to steal from him?
or maybe he witnessed a car accident that he saw from the window?
Solution ...
when he reached the top of the stairs, he fell down the stairs, breaking his leg ... thus he called the police for help
then I guess Ali was right.. he was indeed really stupid!! hahaha
When I broke my leg, I called for an ambulance as I didn't think it was a police matter ;)
it does seem a stupid move ... but he may have figured there was no way to explain what he was doing in the house of people he did not know ...
