Time Spent In Jail

Ragknot has been imprisoned in a jail cell with no windows, he needs to tap out a message on the wall for Zaux in the other cell next to him to help plan their escape.
The problem is that he has to do it at exactly 9:15 PM, when the guard outside is switched, so the noise won't be noticed. He can't hear the switching of the guards through the walls, and he has no clock.
There is a faucet with water dripping very consistently from it in the corner, he can just make out the chiming of a church bell, but it chimes just once at the top of each hour, so he can't tell the time from that. He can feel the wall facing west start to cool after the sun sets, but he doesn't know what time the sun is setting, and this isn't very precise in any case.
His dinner is always passed into your cell between 6:15 and 6:45. How does he determine when it is exactly 9:15 PM?

If you know that dinner is served in between 6:15 and 6:45, you know that the next church bell will be at 7. Upon hearing the bell, you could diligently count the number of drops between the 7:00 and 8:00 bells. Within the next hour, you could do the math do determine the number of drops per minute, or whatever the rate is, and then figure out how many drops equal 15 minutes at that rate. Upon hearing the next bell, begin counting the drops. When you reach your calculated value, tap the message. Zaux will hear you, but the guards won't.

The first chime after dinner is 7:00. Count the faucet dripping between 7:00 and 8:00. Count it again between 8:00 and 9:00 to be sure. Divide this count by 4. Count that many counts after the 9:00 bell. It is then 9:15 and time to tap the message.

he will count the number of drops dripping between 6-45 and 7 that tells him how many drops drip in 15 minutes n after the 7'o clock bell he'll wait for the next two n from the 9 o clock bell he will count the number of drops dripping n thus he'll know when its 9-15 ;)

@fahd : the dinner isn't served at 6:45 exactly, it could be at 6:30.

@karys: ooo sorry my bad i confused myself with 6-15 being the time of serving the dinner n 6-45 whn dey clean up :)
so he atleast knows its before served before 7 so whn the 7 o clock bell rings he counts the drops for the hr i.e the next bell n den divides dat by four n bla bla :)

To be clear, dinner is passed to me at 6:15 and the plate and left overs are picked up and 6:45. (dinner is served between 6:15 and 6:45)
