Knightmare looked around and picked up a tire tool ... he smashed the tail lights of a car. A police officer, walking his beat, saw what happened ... the officer arrested the driver of the car?

I think that Knightmare is also a law enforcement officer, and the driver of the car is being framed for a busted tail-light so he can be detained. I saw it in some american cop show(s).
I understand that in America, tyre tools are randomly left lying around, not just in the boot of a car...
Knitmare is being held hostage in the trunk or Backseat!!!
