Albert Wells introduced James Cole to his friend as his 'Uncle James'.Likewise,James Cole introduced Albert Wells as his 'Uncle Bert'.One of they're friends said"If you are uncles to each other,you must be nephews to each other as well."

Albert's father or mother married James's sister or brother, and James's father or mother married Albert's sister or brother.

that would only make them uncle-in-law or something
There's no such thing as an uncle-in-law (in the English language, anyhow); and there's no English word for the relationship Wiz describes. In Wiz's description, James's brother is Albert's uncle, and Albert's brother is James's uncle.
The right way to do it is:
James marries Albert's aunt (Albert's father's sister or mother's sister)
Albert marries James's aunt
(James's father's sister or mother's sister)

But, if Albert Wells granparents divorced ... and one of them re-married and had a son, who in turn, had a son named James Cole ... would that do it?
