A bad storm knocked down trees, which fell across power lines, and put a small town in the predicament of having no power. Although highly unusual, both of John's headlamps on his truck had burned out recently. As John drove carefully, he nearly hit a blind man who was crossing the street.
With no headlamps, and no street lights, how was John able to see the blind man in time to avoid running him over?

Even if it was nighttime, he could have done it: The wording said that his headlamps had burnt out, but not his fog lights. It's a cheat answer, but still technically valid.
Any light at all could be enough.
