A master of putting

A golfer is a real pro in putting, he can play the bal however he likes, but only in ranges of exactly 1, 5, 7 or 11 meters.

If he plays the ball farther than he is away from the hole, the ball rolls over it, eg. if he plays the ball from 4 meters away with a distance shot of 5 meters, the ball stops 1 meter behind the hole.

So if the ball lies 20 meters away from the hole, what is the minimum amount of shots to put the ball in the hole?

1st stroke odd and <20
2nd stroke even and !=20
3rd stroke odd, thus != 20
4th stroke even

Can't be done in <4 strokes as per above

The angle is:
cos inv (10/11) off the line from the original position of the ball to the hole. i.e ~=24.6199773286 deg
