solution:
"History teaches us that we refuse to learn"
Start at the lower right corner, go up and around the top to the left, then down and around the bottom to the left ... and so forth.
I tried all kinds of substitution codes ... was on the phone talking with my brother, and looking at the scrren ... and I saw it.
Shucks ... didn't notice the anonymous post above beat me to it.
