Why is there less rain per unit area in 45degree tilt?

Because you have to take the cosine of the angle times the area.

Imagine a vertical wall, with vertical rain, how much rain would there be per area on the wall?
Now compare that with the cosine of 90°.

If the wind is blowing the rain so that it falls at a 45 degree angle and the surface is at the same 45 degree angle, then the rainfall will measure zero, right?

Yes, as long as it's mathematical rain.

At the limit, with a 90º tilt there is no rain at the surface :)
