The big water fall

There's a place where a water fall, falls almost 400 feet over the edge and width of falls is about 3 miles. Currently there is no water falling, but there's water at the foot of the falls. When the water fall was active, it was five times size of Nigira Falls.

Where on earth are these falls, and what is it's name?

Could be Dry Falls in Washington. And it probably is ;->

Found in the Scab Lands.
Very interesting, the world largest water fall created by the Ice Age.

If there is no water falling from it now, isnt it considered a cliff with a lake at the bottom?

I agree with above, a cliff it is indeed. Although it would be an impressive sight if water ever did flow over it.

The answer is Dry Falls in Washington's Scab Lands.

In central Washington, on the opposite side of the Upper Grand Coulee from the Columbia River, and at the head of the Lower Grand Coulee, resides a three and a half mile crescent-shaped precipice known as Dry Falls. Ten times the size of Niagara, Dry Falls is thought to be the greatest known waterfall that ever existed. Geologists speculate that during the last ice age catastrophic flooding channeled water at 65 miles per hour through the Upper Grand Coulee and over this 400-foot (120 m) rock face. At this time, it is estimated that the flow of the falls was ten times the current flow of all the rivers in the world combined.
