It's a wedding and I have no idea why they do that... Something to do with the lack of a Y-chromosome.
The first girl is having a wedding, and she is crying out of joy. The second girl is her jealous sister that is smiling (or pretending to smile), because she doesn't want to seem like an evil selfish jerk.
This was my first riddle. I was hoping you would have a bit more trouble with it. Congratz Neelu
A Wedding
It's oppisite day!
It could also be a birth. The crying girl who is really happy is the mother. The one who just looks happy is the best friend who will not being seeing much of her friend any more as having children tends to consume all your free time.
The daughter is happy and crying that she graduated. The mother is happy for her daughter but is sad that she graduated from a bar tending school.

I think its an asian marriage where i have seen mom are happy when their daughter are getting married but sad inside and daughters are crying but happy inside
its a beauty pageant, and the winner is crying because she won(happy)
but the person who lost is smiling

i think that they are at an amusement park. where the girls are surrounded by people, and they are clowns. the one that is sad has clown make up to make her look happy and vice versa.
