Placing Riddle

For ages an edifice here has been found
It is not a dwelling it is not a fane
A horseman for hundreds of days may ride round
yet the end of the journey he never can attain
Full many a century over it has passed
The might of the storm and of time it defies
Beneath the rainbow of Heaven stands free to the last
In the ocean it dips and soars up the skies
It was not a vain glory bade it erection
It serves as a refuge a shield or protection
Its like on the earth never yet has been known
And yet by man's hand it is fashioned alone

What is this?

Hint: a Fane is a church or temple, and and edifice is a building or structure

But the ocean part throws that out.
Unless you believe in the Flood when the whole Earth was an ocean.

how about going back to the moon... while it says by man's hand it is fashioned alone, that might not mean that it HAS to be man-made... what if it means it was fashioned as in painted, molded, or recreated... and by alone it means by itself, like total darkness except for the FULL moon, many people long ago have tried to ride to the tallest mountain in order to reach it, unsuccesfully, dips in the ocean as it sets, soars in the skies as it rises, different ancient cultures believed the moon goddess, who was believed to provide protection... good possibility
