I have heard this one this way:
A man leaves home and walks 1 mile south 2 miles east and 1 mile north, returning home. What is he wearing?
Considering the information, I'd agree with Squeeky; he's wearing his shoes as in wearing them down. If it had said he walks 1 mile south, 2 east and 1 north and ends up back where he started, then I'd say he's wearing at least a jacket. Because he'd be at the north pole and would be crazy to walk 4 miles without a good one. So, either squeeky's right or the question was incomplete.
He is wearing small shoes because he is a midget.
But he needs an umbrella so he can get to the 25th floor.
If he returns to where he started, he could be near the south pole, where the circumference of the earth at that point is divisible into 2 miles.
The man doesn't have to be wearing shoes though. However, he is causing wear to his muscles and other parts of the body.

first thing that came to mind: He's wearing a compass.. otherwise, he wouldn't know which direction he's going.
