Well, if hes walking that would mean its not his fault since pedestrians have the right of way. I was going to say the mailman because, provided all the other vehicles have their signals on, they all have the right of way, whereas there is no rule giving a mail truck the right of way. But if the mailman is JUST the mailman and is walking, then he has the right of way too. Metaphysically speaking we are all responsible, arent we?
If the emergency vehicles were called to the scene then why did they crash at the intersection? I would say it is the fault of whoever called 911 so that theyd arrive right when the mailman and school bus were there. That guy's a sick bastard.
From what I remember of my last defensive driving class, the post office has the right of way to all emergency vehicles. The rationale being the mail of the many is more important than the needs of one. Now, will a mailman NOT get out of the way? Seriously doubtful, but it is their right not to get out of the way. That being said, I would say the mailman is NOT responsible, as the question asks.
if it was at an intersection, and the school bus was stoped and had the sign out, then he is not at fault. It is illegal to pass a school bus when it is stopped.

It's a trick question and impossible to answer without knowing things such as the type of intersection (4 way stop, traffic light, etc) which vehicles had sirens/lights/signals etc on/flashing, the conditions under which the accident happened is vital to the answer or anyone could argue for the blame being placed/not placed on any of the vehicles.

If you have driven in Portland, Or then you will know that it was an idiot on a pedal bike who wanted to act like a car when the sidewalks are full and use the rights of a pedestrian when he wants to cut out in front of a 2500 hundred pound vehicle to make the intersection before the traffic light and/or cross signal changed. All the other vehicles were collateral damage in a great misfortune. All I am saying is, "I hope the biker got hit!" : )

Also with the above comment...Fire, police and ambulance are all local...the mail is Federal. Again I say the Mailman is NOT at fault.
